On March 13, 2024, the Office of Childhood (OOC) received an allegation that: Paint cracked and peeling throughout the front half of the building. Also, holes in some walls and the outlets aren't covered. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)6: which states, "Walls, ceilings and floors shall be finished with material which can be cleaned easily and shall be free of splinters, cracks and chipping paint. Floor covering shall be in good condition. Lead-free paint shall be used for all painted surfaces."
On March 19, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed person in charge Justice Graham and caregivers Cassidy Arnold and Melinda Whitesides. All caregivers interviewed stated Director Brooke Crane was just talking about doing patch work and painting the front room. All caregivers stated that the holes / peel paint was caused by the child proof gates that went across the door and the divider for the front room, which has been taken down. All caregivers stated that the wall plugs are tamper resistant and were put in when the facility was built so plug covers are not necessary.
On March 19, 2024, CI Honea observed 8 small screw holes and peeling paint around the screw holes. The holes and peeling paint are located near the door of the 2-year-old room and by the front door. The peeling paint is not to the point that a child can flake or peel the paint off the wall.
