5 CSR 25-400.085 (3)(A)5. The play area shall be safe for children's activities, well-maintained, free of hazards such as poisonous plants, broken glass, rocks or other debris and shall have good drainage.

Conclusion Summary
On March 18, 2024, Office of Childhood (OOC) received a report alleging that on March 15, 2024, the reporter observed eight firearms propped against the wall inside licensed space. None of the firearms were secured or locked up. A box of ammunition was present in the living room. The allegations are substantiated based on the following information: 5 CSR 25-400.085 (1)(K) which states, "Ammunition, guns, hunting knives, bows and arrows or other weapons shall be stored in a locked cabinet or locked closet." On March 25, 2024, Compliance Inspector (CI) JD Greer conducted an unannounced investigation and interviewed Care Provider Julie Miller who stated the firearms and ammunition belong to her son who has been staying in the room. There is no barrier preventing the children from entering the room. On March 25, 2024, CI Greer conducted an unannounced walkthrough of the facility and observed six rifles present in the living room. There were two bb guns also present in the living room. One box of 22 long rifle ammunition was present next to the bb guns. The firearms were not secure and were not locked in a cabinet or closet.
