On April 15, 2024, the Office of Childhood (OOC) received an allegation that Mary Margaret Day Care and Learning Center had a roach infestation and sticky traps full of roaches. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)9., which states the following: "The facility shall be clean at all times and free of dirt, insects, spiders, rodents or other pests."
On April 16, 2024, CI O'Malley conducted an unannounced inspection of the facility and observed a roach trap containing a live cockroach in the food pantry.
CI O'Malley conducted interviews with Ms. Carmela Dudash, teacher Alysa Dudash, Emily Appleton, Erica Laply, Hailey Jones, Marisa Rudolff, and Shay Jernigan. Ms. C. Dudash affirmed that cockroaches had been observed in the facility. Roach traps had been placed throughout the facility. The facility was treated by a professional exterminator once a month.
All other staff interviewed affirmed that cockroaches had been observed at the facility.
On April 19, 2024, CI O'Malley conducted a phone interview with former staff member Athena Morrow, who stated that she began working at the facility in late January 2024 and quit in early April 2024. Ms. Morrow quit due to unsanitary conditions at the facility. Ms. Morrow observed multiple cockroaches in classrooms on multiple days.
On April 25, 2024, CI O'Malley received an unapproved sanitation inspection report from sanitation inspector, Robert Ayers. The report shows an inspection date of April 24, 2024. The report shows that rodent droppings were observed under the facility's stove.
