On April 19, 2024, the Office of Childhood (OOC) received an allegation that Alicia Lucas has slept while on the clock, in ratio, in the classroom on at least 5 separate occasions. After conducting an investigation, Compliance Inspector (CI) Jade Stewart-Martin has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.182(1)(A)1., which states "Caregivers shall not leave any child without competent supervision."
On April 23, 2024, CI Stewart-Martin conducted an unannounced inspection and interviewed director Ashley Bax, and teachers: Alexander Kent, Kimberly Russo, and Alicia Lucas. Ms. Bax stated she was only aware of Alicia Lucas falling asleep once during nap time, and she was written up for this incident. She went to Ms. Lucas's classroom and woke her up and had a discussion with her regarding ways to stay awake during nap time. Ms. Russo and Mr. Kent state that Ms. Lucas had fallen asleep in the classroom at least five times with the longest duration being an hour. Ms. Lucas admits to falling asleep twice in the classroom during nap time. There are no cameras in the facility, so CI Stewart-Martin was unable to review any footage.
