On April 26, 2024, the Office of Childhood (OOC) received a report alleging that there were about 20 kids in the open room, with only one adult. After conducting the investigation, CI Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.112(1) Which states: "Staff/child ratios shall be maintained at all times."
On April 26, 2024, CI Eddins interviewed Caregiver Amber Owen, Caregiver Tanner Mathews, Caregiver Abby Rolen, Caregiver Natalie Moller, and Director Kim Sunarjo. Amber Owen said she has observed ratios violations lasting more than 15 minutes early in the morning when parents are dropping their children off but she did not remember the ages or number of children. Tanner Matthews stated she has observed two caregivers with 10 2-year-old children but she wasn't sure how long they were out of ratio or when it happened. Abby Rolen said she has observed two caregivers with 10 children under 2 years old for over an hour once or twice in April but she didn't remember the exact dates. Natalie Moller stated she has observed the toddler room with two caregiver and 10 children a few times in April but she didn't remember the exact dates. Kim Sunarjo stated that on April 25, 2024, she observed Caregiver Tina Wilson with 10 children in the 2-year-old classroom for an unknown amount of time.
On June 18, 2024, CI Eddins interviewed Tina Wilson, who provided no additional information.
