Conclusion Summary
On May 20, 2024, the Office of Childhood (OOC) received an allegation that: The facility is over kids. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence: 5 CSR 25-500.042(18)., which states: "The number and ages of children a group child care home or child care center is authorized to have in care at any one (1) time shall be specified on the license and shall not be exceeded except as permitted within these rules." On May 22, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed Director Mary McNeal who stated that another daycare shut down last week and she was asked to help with some of the children. She understands that the license is for nineteen children and that she is over having twenty-six children on premises. The extra seven children are all school aged and will be going to summer school next week and will no longer be there. She could not say no to helping with the children even if it violated her license. On May 22, 2024, CI Honea observed twenty-six children at the facility when the facility is licensed for nineteen children. CI Honea observed there were an extra seven school age children at the facility. Director Mary McNeal, Jodie Clarkson, Lakelee Watson, and Jennifer Griffen were with twenty-six children ages: one 8-month-old, one 10-month-old, one 14-month-old, one 22-month-old, five 2-year-olds, seven 3-year-olds to 4-year-olds, and ten school age children 5-years-old to 10-years-old. On June 6, 2024, CI Honea conducted a re-inspection of the facility and interviewed Director Mary McNeal who stated that the extra school aged children are all in summer school. None of the school aged children will be coming back to the facility. She has five caregivers and one of the caregivers is going to keep six of the school agers at her home during the summer. Two of the school agers will be home with their mother's that are teachers. On June 6, 2024, CI Honea observed Director Mary McNeal, Jodie Clarkson and Jennifer Griffen were with sixteen children ages: one 8-month-old, one 15-month-old, one 21-month-old, seven 2-year-olds, four 3-year-olds, one 4-year-old, and one 5-year- old.
