On June 20, 2024, The Office of Childhood (OOC) received a report alleging that there is concern on if the children are properly transported in child restraining devices from the facility to the summer food program. Compliance Inspector (CI) JD Greer conducted an unannounced investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-500.212(3)(A) which states, "All children shall be seated in a permanent seat and restrained by seat belts or child restraint devices as required by Missouri law."
On June 26, 2024, CI Greer reviewed the Missouri Department of Transportation website which states children ages 4 through 7 who weigh at least 40 pounds must be in an appropriate child safety seat or booster seat unless they are 80 pounds or 4'9" tall.
On June 26, 2024, CI Greer observed the following as the school van pulled into the parking lot. The van arrived at approximately 2:45 p.m. and pulled into the facility parking lot. Caregiver Maijiida Ahmed and Caregiver Saliha Said were present in the van with four children. Child A (8 years old), Child B (5 years old), Child C (5 years old), and Child D (8 years old). There were no child safety seats or booster seats present in the van.
On June 26, 2024, CI Greer interviewed Caregiver Saliha Said, Child A (8 years old), Child B (5 years old), Child C (5 years old), and Child D (8 years old). Caregiver Saliha stated there are no booster seats or car safety seats in the van. All of the seats are in a different van, which is in the shop. There are no safety seats at the facility. Child A stated there are no booster seats in the van. She uses a booster seat at home. She has not seen any booster seats at the facility. Child B stated she uses a booster seat at home. The school van has no booster seats. Child C stated there are no booster seats in the van. She uses a booster seat in her mom's car. Child D stated there are no booster seats in the school van. She has not seen any booster seats at the facility.
On June 26, 2024, CI Greer had completed the walkthrough of the facility and observed the following driving back to The Office of Childhood (OOC): CI Greer was approaching the on ramp for the highway. The Mini Campus Preschool and Childcare Center van passed CI Greer with four more children inside. CI Greer turned the state vehicle around and followed the van to the facility. Upon arrival at the facility four children were present in the vehicle with Caregiver Saliha Said. Three 4-year-olds and one 5-year-old were present in the van. There were no booster or safety seats for the four children.
