On July 12, 2024, the Office of Childhood (OOC) received a report alleging that school-age children have been observed napping/resting on a concrete floor without proper napping equipment. Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation and found it to be substantiated based on the following information:
5 CSR 25-300.090 (5) - When children are napped on the premises, indoor equipment requirements shall include: (A) An individual mat, cot or bed with an individually assigned sheet and blanket provided for each child who naps or sleeps. Upper levels of bunk beds shall not be used. If mats are used they shall have nonabsorbent, cleanable coverings and shall not be placed directly on concrete, linoleum, hardwood, or tile floors when children are resting or napping. They shall be used only over carpeting and shall be long enough so the child's head or feet do not rest off the mat. Mats shall be washed and sanitized at least weekly, or more often as needed, and shall be cleaned and sanitized before use by another child;
On July 19, 2024, CI Radney conducted interviews with Abigail Ewing, Abigail Hunnel, Brenda Eaves, Duane Little, Jessica Williams and Krystal Mackey. All caregivers reported their school-age children have quiet time where they can rest by sitting or laying on a carpet on the floor. Brenda, Abigail Hunnel, Jessica and Krystal reported the school-age children do not have a cot or sheet but can bring a blanket from home for their quiet time. Brenda, Abigail Hunnel, Jessica and Krystal reported seeing school-age children asleep during their quiet time.
On July 19, 2024, CI Radney conducted an interview with Parent A. Parent A reported her daughter (7 years old) told her they slept on the concrete and she has personally observed the school-age class on an area rug resting, with just a blanket.
