Compliance Inspector (CI) Jessica Graham investigated the allegation that Mrs. Jane spanks kids with a fly swat. This allegation is substantiated based on the following rule violations:
5 CSR 25-500.182(1)(C)8. which states: "No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity."
On July 15, 2024, Child A, age 7-years-old, Child B, age 8-years-old and Child C, age 7-years-old all stated that Ms. Jane, caregiver, has spanked children with a wooden spoon. She gets the spoon from the kitchen and will spank the kids on the butt. The children get spanked during nap time if they are in trouble. Child B and Child C said that they had been spanked by Ms. Jane in the past.
Caregivers Monique Thurman and Kali McGrender said that they have never seen Ms. Jane spank the children but Monique has heard her threaten the children that she would spank them. Monique spoke with Ms. Jane and told her that she could not threaten to spank the children.
Jane Childers, caregiver, said that she has held up a wooden spoon and said "do you want me to use this" to the children. She has threatened them with a fly swatter also. Jane said that she has never spanked any of the children, just threatened them.
