Compliance Inspector (CI) Jessica Graham investigated the allegation that staff admitted to scaring the "bad" children with the boogieman. This allegation is substantiated based on the following rule violation.
5 CSR 25-500.182(1)(C)8. which states: "No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity."
On July 31, 2024, Parent A said that Child A, age 5-years-old, told her that caregiver Camryn is putting scary stuff on the TV trying to scare the kids and will pretend to be the Boogeyman. She will threaten the children saying she is going to call the Boogeyman on the phone. Child A is no longer attending the facility because of this issue.
On August 6, 2024, caregivers Leeqwaisha Moore, Kailynn Howard and Sureeka Moore all stated that Parent B had told them to use a threat of the Boogeyman on Child B for his behaviors. Other teachers were around when Parent B said this, but she was told that they could not do that. Later, Kailynn received a complaint from Parent A that Child A, age 5-years-old, was being told scary things at school and was talking about the Boogeyman. She said that caregiver Camryn was saying these things to her and other children. Kailynn had a meeting with all the caregivers letting them know that it was not acceptable for them to threaten children with the Boogeyman or scare them. Sureeka addressed this issue with Camryn but Camryn ended up leaving her job at the facility.
Child D, age 7-years-old, and Child E, age 3-years-old said that Camryn would talk about the Boogeyman and scare some of the kids. They said that she told Child C, age 3-years-old, to go to the bathroom and she turned out the lights and told her that the Boogeyman was going to get her. Carmyn would scare them saying the Boogeyman or Momo was going to get them. This was also done to Child A. They said that no other teachers have done this. Child C would not participate in interviews.
