On July 30, 2024, the Office of Childhood (OOC) received an allegation that: On 7-30-24, JJ's Inhome Daycare was caring for 16 children under the age of 5 without a license. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
RSMo 210.211.1: which states, "It shall be unlawful for any person to establish, maintain or operate a child-care facility for children, or to advertise or hold himself or herself out as being able to perform any of the services as defined in section 210.201, without having in effect a written license granted by the department of elementary and secondary education."
On August 6, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed caregiver Allyson Marshall who stated that she did not work on July 30, 2024, because of a sick child. She does not know how many children were around the facility that day. Erika Huntsman is out this week due to family issues.
On August 6, 2024, CI Honea conducted a phone interview with Tammy Hennke who stated that she was at the facility and counted sixteen children and told Erika Huntsman to reduce the number of children at the facility. The facility has not passed all inspections, and several things still need to be fixed.
On August 6, 2024, CI Honea observed Allyson Marshall was with three children ages (one) 3-month-old, (one) 4-month-old, and (one) 4-year-old.
On August 7, 2024, Illegal Provider 30-day letter mailed to provider.
On September 5, 2024, CI Honea attempted to conduct a second inspection at the facility. CI Honea arrived to find the facility door was locked and the lights off. CI Honea contacted Provider Erika Huntsman by phone who stated that the City of Moberly has shut the facility down until she receives the state license and then she must reapply for a business license before the facility can be opened again. The City of Moberly will not even allow her to keep six children at home without the license. She did previous have twelve children and not the sixteen that was reported. She understands that until she is licensed there should not be more than six children.
On September 5, 2024, CI Honea observed the facility doors to be locked, and the lights were off. CI Honea observed there were no children on premises.
