Conclusion Summary
On August 23, 2024, the Office of Childhood (OOC) received an allegation that: The reporter's child has come home with bumps, bruises, larger abrasions, and cuts/scrapes large enough to require multiple band aids. The reporter's friend's child recently came home with a blood-stained face and shirt from bloody noses that were a result of falling off monkey bars. Neither parent was notified immediately of the injuries. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence: 5 CSR 25-500.192(5)(A)., which states: "In case of accident or injury to a child, the provider shall notify the parent(s) immediately. If the child requires emergency medical care, the provider shall follow the parent's(s') written instructions." On August 27, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed Director Robert Williams and caregiver Mady Watson. Child A was swinging on the jungle gym when Child A fell and hit his face on the ground. Child A was treated, and an incident report was completed. Robert stated that Parent A was not notified immediately, and the incident report was not provided to Parent A until the next day. Robert takes the incident report and uploads the report then sends it to the owners before the incident report is given to the parents. On August 28, 2024, CI Honea conducted a phone interview with Parent A who stated that Child A is 2-years-old, constantly moving, and tends to get in the way of things. Child A has gotten hit by the swings at the daycare because Child A will walk out in front of the other kids. She has talked to Robert about the playground and how she does not like some of the older kids being on the playground with the 2-year-olds during the summer. She liked the smaller playground better and feels that the bigger equipment is too much for the 2-year-olds. On the day of the accident, she picked up Child A from the facility and there was blood on his shirt. Another caregiver told her that the incident was probably on the app, but it was not on the app. She did not get details till the next day at drop off. She did receive an incident report but not on the day Child A fell. She feels the current director is trying very hard to make this a better facility. She does feel that the facility is taking good care of her children.
