On August 26, 2024, the Office of Childhood (OOC) received a report alleging that Child A came home with bleached shorts. The explanation was that he got into some water. His clothes had been stained by bleach. After conducting the investigation, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.082(1)(I). Which states: "All flammable liquids, matches, cleaning supplies, poisonous materials, medicines, alcoholic beverages, hazardous personal care items or other hazardous items shall be inaccessible to children."
On August 26, 2024, CI West and Compliance Inspection Supervisor (CIS) Romena Fox conducted an unannounced inspection and interviewed LLC Member Ashlie Marriott and Caregiver Victoria Frueh. Ashlie stated that the Caregiver Mallory Leighty was mopping the floor when Child A got into the mop bucket spilling bleach water on his clothes. Child A was not harmed but his clothes were spotted with bleach stains. Victoria was also in the building when this happened. Victoria said she was helping the children with nap time when she heard the splash coming from the kitchen side of the facility. Child A had got into the mop bucket Mallory was using to mop the floor.
On August 26, 2024, CIS Fox and CI West conducted a walkthrough of the facility and did not observe any mop buckets with bleach water left unattended.
On September 3, 2024, CI West interviewed Mallory, who stated the other children were preparing for naptime. Child A is school-age and doesn't take naps, so she allowed him to go with her to the back side of the daycare. Child A was sitting reading a book while she was mopping the floor. She turned her back to Child A to mop the kitchen floor. Then she heard the splash and Child A had dumped the mop bucket over onto himself.
