Conclusion Summary
Compliance Inspector (CI) Jessica Graham investigated the allegation that the daycare was seen picking up kids of the age of 4 at the elementary school around 2:00 pm on August 28, 2024. There were two women in vehicle picking children up. No car seats or booster seats were visible. The kids didn't looked to be fastened by safety harnesses or seatbelts. This allegation is substantiated based on the following information rule violation. 5 CSR 25-00.212 (3)(A) which states: "All children shall be seated in a permanent seat and restrained by seat belts or child restraint devices as required by Missouri law." On September 4, 2024, Monique Thurman, director, stated that she picks up the preschool children from the public school in the daycare van. The children are secured in seats using the safety belts in the van but no booster seats are used by any of the children. She thought that only children under the age of 40 pounds needed to be in booster seats, which those children were all over 40 pounds.
