On September 13, 2024, the Office of Childhood (OOC) received an allegation that the reporter has never been immediately notified for any incident regarding her child. She is given an incident report at pickup, but no phone call. She was asked to sign an incident report yesterday for a bite that Child A (age 2-years-old), received last week. After conducting an investigation, Compliance Inspector (CI) Jade Stewart-Martin has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.192(5)(A)., which states: "In case of accident or injury to a child, the provider shall notify the parent(s) immediately. If the child requires emergency medical care, the provider shall follow the parent's(s') written instructions."
On September 20, 2024, CI Stewart-Martin conducted an unannounced inspection and interviewed director Dawn Branscum, assistant director Marcus Williams, and teachers: Cheyenne McColley and Kim Heppermann. Mr. Williams and Ms. Branscum were only notifying parents immediately when it was a more serious injury, or when the injury was from the neck up. Ms. McColley and Ms. Heppermann stated they always fill out incident reports for all injuries and have the parents sign at pick up. Ms. Branscum stated that they will start notifying parents immediately of all injuries no matter the seriousness.
