On October 16, 2024, the Office of Childhood received a complaint alleging that the facility is currently unlicensed and there are more than six kids at the facility. Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation and found it to be substantiated based on the following information:
RSMo 210.211.1 - It shall be unlawful for any person to establish, maintain or operate a child-care facility for children, or to advertise or hold himself or herself out as being able to perform any of the services as defined in section 210.201, without having in effect a written license granted by the department of elementary and secondary education.
On October 22, 2024, CI Radney conducted an unannounced inspection and observed Leah Gurley and four additional caregivers present caring for seven children, ages 3-months-old, 4-months-old, 1-year-old, 2-years-old, 2-years-old, 2-years-old and 2-years-old.
On October 22, 2024, CI Radney conducted an interview with Leah Gurley. She is caring for seven children currently. She thought she could care for her own children and that other caregiver's children could be present before they were licensed. She was not aware that she could not care for more than six children with no more than three under 24 months old without a license.
