Compliance Inspector (CI) Jessica Graham investigated the allegation that the kids are put in timeout in a high chair and strapped in there screaming. They do not explain to the kids nor talk to them. This allegation is substantiated based on the following rule violation:
5 CSR 25-500.182(1)(C)3. which states: "Only constructive, age-appropriate methods of discipline shall be used to help children develop self-control and assume responsibility for their own actions."
AND
CSR 25-500.182(1)(C)8., which states: "No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity."
On November 4, 2024, caregiver Tiffanie Nicolini stated that Child A (age 4-years-old), Child B (age 3-years-old) and Child C (age 3-years-old) were having behaviors so they were putting the children in a high chair for time out. Parent A had told them to do that. Tessa Spencer, director, and Alex Spencer, caregiver, said that Parent A told them to put the children in a high chair for time out to calm them down so that is what they did. They were only in the high chair long enough to calm down and then let out. They were put in the high chair for hitting, kicking and punching.
Parent A (parent of Child A, Child B and Child C), stated that she was not aware the children were being placed in a high chair until she was called for one of them having some behavior issues. Grandma picked up the children and one of them was sitting in a high chair. She said she never gave them permission to put the children in a high chair but did say they could put them in time out.
Caregivers Lucy Harvey and Sarah Skaggs both said they were told that Parent A said it was okay to put the children in a high chair for time out. They have seen children in a high chair for time out.
