On November 12, 2024, the Office of Childhood (OOC) received an allegation that they have concerns that the highchairs have no security straps. A week ago, unknown boy, age 2 years old fell out of a highchair and was not strapped in. The child has a bruise on his left arm as a result of the fall. Unaware if parent was informed of the accident. On November 13, 2024, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and determined the allegations to be substantiated based on the following information.
5 CSR 25-500.092(1)(C)2. which state: "Infants and toddlers. Infants and toddlers who are unable to sit at a table shall have one (1) piece of mealtime feeding equipment for every four (4) infant/toddlers which may include feeding tables, high chairs, infant seats or other safely designed infant seating equipment. Equipment shall be provided which will allow the child to sit comfortably and securely while being fed. Appropriate restraints shall be used."
On November 13, CI Hughes observed the facility to have children in high chairs without straps. Some high chairs had straps and some did not. The high chairs that had straps, the straps were not being used.
On November 13, 2024, Compliance Inspector (CI) Christy Hughes conducted in person interviews with caregivers Janet Berry and Rhonda Jordan and office Manager Kristen Gasssel. Janet, Rhonda and Kristen all stated that they were not aware of a child falling out of a high chair. Janet and Rhonda both stated that they do not always strap the children into the highchairs.
