On November 18, 2024, the Office of Childhood (OOC) received an allegation that the Bunny Classroom (a Preschool Room) uses canine pee pads in the classroom. They are taped to the floor and children who are on the potty learning journey are made to sit on the pads during circle time and any other carpet times. On November 20, 2024, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.182(1)(E)10., which states: "Children shall not be punished, berated, or shamed in any way for soiling their clothes. The parent(s) shall provide extra clothing for his/her child in case the child accidentally soils him/herself."
On November 20, 2024, CI Hughes conducted in person interviews with director Kristen Skebo and caregiver LeNeice Elliot. Kristen stated that she did not realize staff were using potty pads for children to sit on. LeNeice stated that she had been using the pads for about a month and no one told her not to. She stated that the children were having a lot of accidents and she did not have time to stop and clean the carpets.
On November 20, 2024, (CI) Hughes conducted an unannounced inspection and observed the following:
The Bunny class that has children ages 3-years-old to 4-years-old had potty pads taped to the carpet. The children were using them during circle time to keep the urine off of the carpet. CI Hughes observed a potty pad that had 2 large urine spots on it still taped to the carpet. CI Hughes asked for it to be removed immediately.
