On November 22, 2024, the Office of Childhood (OOC) received a report alleging that on November 21, 2024, the owner's wife from Milestone was driving dangerously close to the van in front of her and honking her horn. She got out of her van, leaving her kids unsupervised to come scream at the reporter and when the reporter refused to talk to her, she blocked the reporter's students from getting in the reporter's van to keep yelling. The reporter was scared and so were the reporter's students. This made them all feel threatened. After conducting an investigation, Compliance Inspector (CI) Curtis West found the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.212 Transportation and Field Trips(2)(G). which states: "Children shall not be left unattended in a vehicle at any time."
On November 25, 2024, CI West conducted an unannounced inspection and interviewed Director Shelby Gregory. Shelby stated that she drives the first van in the afternoon that picks up the school-age children. The board chairperson, Myong Soon Pak Schuman, drives the second van that picks up school-age children as well. She is the only caregiver on the first van, and Myong is the only caregiver on the second van. Myong stated for a few days in a row a child riding in a separate van had been putting up her middle finger at Myong behind the rear window. Myong parked the van in the pick-up line directly behind the van the child putting up the middle finger was riding in. She parked the van she was driving directly behind the van Myong parked in the same pick-up line. She saw Myong exit the parked van.
On November 25, 2024, CI West interviewed Myong, who stated she drives the second van in the afternoons to pick up the school-age children. She is the only caregiver in the van when she is driving. She pulled in and parked in the pick-up line. She noticed a child in the van parked in front of her van putting up her middle finger out the window. Once they pulled away from the school, she could still see the child turned around sticking her middle finger up through the window again. She tried to get the attention of the driver of that van by honking her horn. She continued to honk her horn at the driver and followed the van to the next elementary school. She parked in the pick-up line directly behind the van carrying the child putting up the middle finger. She exited her van and walked over to the driver's side of the van parked in front of her to speak with the driver.
On November 27, 2024, CI West conducted an unannounced inspection and interviewed Child A (9 years old), Child B (10 years old), and Child C (9 years old). All of the children confirmed that Myong exited the vehicle while they were inside.
