On December 10, 2024, the Office of Childhood (OOC) received an allegation that within the last two weeks, cockroaches were observed at Tyke Town by a parent. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)9., which states the following: "The facility shall be clean at all times and free of dirt, insects, spiders, rodents or other pests."
On December 12, 2024, CI O'Malley conducted an unannounced inspection of the facility and did not observe any evidence of cockroaches in the facility. CI O'Malley conducted interviews with director Devyn Schaeffer, staff Christina Phelan, Kassidy Woodside, Daphne Garcia, and cook Karen Thomason. Ms. Schaeffer affirmed that several cockroaches were observed in the facility two weeks prior to December 12, 2024. Pezz Pest Control was contracted and treated the facility on December 11, 2024. The Pezz exterminator did not find any evidence of live or dead vermin on December 11, 2024. Ms. Phelan stated that she observed two cockroaches in her classroom on either Monday, December 9, or Tuesday December 10, 2024. Ms. Woodside stated that she observed a cockroach in her classroom on Wednesday, December 11, 2024. Ms. Garcia stated that she observed a cockroach in the hallway two weeks prior to December 12, 2024. Ms. Thomason stated that she had never observed a cockroach in the kitchen. The last live cockroach she observed in the facility was a week prior to December 12, 2024. The last dead cockroach she observed was on Monday, December 9, 2024. The exterminator treated the facility on Wednesdays, December 4 and 11, 2024.
On December 13, 2024, CI O'Malley received an invoice from Pezz Pest Control, dated December 11, 2024, which shows that the kitchen and classrooms were inspected, and no evidence of cockroaches were found.
On December 18, 2024, CI O'Malley received a sanitation inspection report from the Department of Health and Senior Services sanitation inspector Deborah Christensen, dated December 16, 2024. The report states that no pests were observed in the facility and the facility does conform with Missouri sanitation guidelines.
