On December 5, 2024, the Office of Childhood (OOC) received an allegation that: Staff member Breanna Baron told Child A to "not shit your pants." Incident recorded on video dated December 04, 2024. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.182(1)(C)8., which states: "No discipline technique which is humiliating, threatening, or frightening to children shall be used. Children shall not be shamed, ridiculed, or spoken to harshly, abusively, or with profanity."
On December 5, 2024, CI Honea conducted an unannounced inspection to the facility and interviewed Paul Prevo, Director Jessica Davis, Preschool Supervisor Bree Baron, and teacher Ava Potter. Paul stated that Bree did tell Child A not to shit his pants at school. Child A is only at the facility in the mornings and sometimes after school. He has talked to Bree several times about her language to the children. He does not have safety concerns about Bree. Bree will have a probationary write up in her file.
Jessica stated that she overheard Bree telling Child A not to shit his pants at school. Bree was in the office with Child A by themselves when this occurred. She spoke with Paul about the incident but not to Bree.
Bree stated that Child A is like a nephew to her, and she is very close to Parent A. She was in the office with Child A when she told him not to shit his pants at school because he had an accident at school the previous day. The center was not opened yet at the time but she was clocked in. No one else was in the office at the time. Paul told her that she would be written up.
On December 5, 2024, CI Honea observed the video footage from December 4, 2024, at 6:28 am, which shows Bree telling Child A to not shit his pants at school today.
On January 31, 2025, CI Honea conducted a phone interview with Parent A who stated that Bree was not taking care of Child A while Parent A was at the hospital, Ava was. She has talked to Bree on several occasions about the way Bree talks to Child A. The day before this happened Child A had a poop accident while at school. She did not give Bree permission to talk to Child A about having an accident at school.
