Compliance Inspector (CI) Jessica Graham investigated the allegation that on January 2, 2025, during an annual sanitation inspection, Tracy Owens, sanitation inspector, observed 17 children present. The facility is licensed for 10 children. This allegation is substantiated based on the following rule violations:
5 CSR 25-400.045 (18) which states: "The number and ages of children a family child care home is authorized to have in care at any one time shall be specified on the license and shall not be exceeded except as permitted within these rules."
On January 3, 2025, provider Janice Winchester stated that she was over her licensing limit on January 2, 2025, when the health department made their inspection. She said that extra children had shown up that she was not expecting. They were over on numbers today during the inspection due to school being out for inclement weather.
During the investigation on January 8, 2025, CI Graham observed twelve children including one child age 11-months-old, three children age 2-years-old, and eight children ages 3-months-old to 5-years-old with provider Janice Winchester and caregiver, Corrie Bobo.
5 CSR 25-400.210 (1)., which states: "The child care provider shall maintain accurate records to meet administrative requirements and to ensure knowledge of the individual needs of children and their families."
On January 8, 2025, CI Graham observed attendance records for January 2, 2025, when Tracy Owens made her inspection for the health department. Thirteen children were listed on the attendance record. Janice stated that she did not add the additional four children to the attendance records for that date.
