On January 8, 2025, the Office of Childhood (OOC) received an allegation of the toddler teacher keeps making the kids sit on their cots upon waking from nap. They are not allowed to have books or activities on their cots. On January 9, 2025, Compliance inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and determined the allegations to be substantiated based on the following information.
5 CSR 25-500.182(2)(C)4.H., which states: "Toddlers shall be taken out of bed for other activities when they awaken;"
On January 9, 2025, (CI) Hughes conducted in person interviews with director Abigail Rush, assistant director Mary Griesedieck and caregivers Darlene Tyson, Chelsea Smith, Elizabeth Lombardo and Mary Redwood.
Chelsea stated that she is in the Toddler 3 classroom. She stated they keep the children on their cots until the majority of them are awake until about 2:30 PM without anything to do. She stated that the children do not like to sit on their cots and it's a struggle to keep them on the cot. She returned to the office after 5 minutes and stated that they give the kids' books sometimes.
Mary Redwood stated that she has observed the Toddler 3 classroom children being made to stay on their cots without an activity.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
