On January 28, 2025, the Office of Childhood (OOC) received an allegation of teacher Tiara Young-Church's son is in her classroom. When other children hit him, she encourages her son to hit children back. On January 28, 2025, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.182(1)(C)11., which states: "Children shall not be permitted to intimidate or harm others, harm themselves, or destroy property."
On January 28, 2025, CI Hughes conducted in person interviews with director Dawn Branschom, caregivers Nigel Jackson, Tiara Young-Church and Lisa Jones-Stinebaker and Child B (age 5-years-old).
Dawn stated that she saw on the video Child B (who is another child in the class, not Tiara's own child), walk over to a friend and place a sticker on their head. She then saw that Child B, after talking to Tiara, went back over to the child and pushed the sticker harder. Nigel stated that Tiara told Child B to go over to a friend and hit the friend. She stated that she spoke with Child B and told him he should never hit his friends. She stated that Child B did not hit another child. Child B stated that Tiara told him to walk over to a friend and hit them. Child B stated, "I did not hit anyone. Her was just kidding." He stated that she only told him to do it once.
