On January 28, 2025, the Office of Childhood (OOC) received a report alleging in the 2-year-old room during nap time, from 11:00 a.m. to 2:00 p.m., the worker takes away the children's blankets if they continue to move. Compliance Inspector (CI) JD Greer conducted an unannounced investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-500.182(1)(C)9. which states, "Punishment or threat of punishment shall not be associated with food, rest, or toilet training."
On January 29, 2025, CI Greer interviewed Teacher Chloe Cummings, Teacher Kenzie Fricke, Teacher Miranda Edie, Teacher Samantha "Sam" Massey, Teacher Skylar Pettit, and Teacher Taylor Adams.
Chloe stated she has seen Miranda take blankets away from 2-year-old children. The last time she observed this was approximately two months ago. Kenzie stated she saw Miranda take a blanket away from a child approximately two months ago. Miranda stated she has taken blankets away from 2-year-old children. The last time she took a blanket away from a child was a week or two ago. She will take a blanket away from a child during nap time if they are playing with their blanket. If a child is playing peek-a-boo with their blanket during nap time, she will take it away. Sam stated she was walking by Miranda's classroom about two weeks ago and observed her take a blanket away from a child. Skylar stated she has seen Miranda take blankets away from children during nap time. A couple weeks ago, she was present when Miranda said "If you don't stop playing, I will take your blanket away." Taylor stated she has seen Miranda take blankets away from children when they are trying to climb off of their cot during nap time.
