On January 29, 2025, the Office of Childhood (OOC) received a report alleging Miranda will pull on 2-year-old children's legs and hold them down until they go to the bathroom. Compliance Inspector (CI) JD Greer conducted an unannounced investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-500.182(1)(C)9. which states, "Punishment or threat of punishment shall not be associated with food, rest, or toilet training."
On January 29, 2025, CI Greer interviewed Teacher Miranda Edie, Teacher Skylar Pettit, and Teacher Taylor Adams. Miranda stated she will set a timer for five minutes and have the child sit on the toilet. She will squat in front of the child and place her hands on their legs. She places her hands on their legs to keep them on the toilet and prevent them from getting up. She is preventing them from getting up because she wants them to go to the bathroom or give a good try. Skylar stated she has seen Miranda make a 2-year-old child sit on the toilet for five to 10 minutes. Miranda told the 2-year-old child in a stern tone they could not get up until they went potty. Taylor stated she has seen Miranda force a 2-year-old child to sit on the toilet. She was holding the child's legs on the toilet for approximately five to 10 minutes.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
