Conclusion Summary
On February 18, 2025, the Office of Childhood (OOC) received a report alleging that she had a parent's daughter upstairs in her house to keep her warm, and her house isn't childproofed. Compliance Inspector (CI) Curtis West conducted an unannounced investigation and found the allegations to be substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility: 5CSR 25-500.85 (1)(E). Which states "Children shall have no access to areas not approved for child care." On February 20, 2025, CI West interviewed Provider and LLC Member Linda Bey and Household Member and LLC Member Michael Bey. Linda and Michael provided consistent information. They stated that the wall-mounted heater in the approved child care space is not keeping the space warm enough for the children. When the ownership of the daycare changed, they did not license the upstairs portion of the house for child care. They will allow the children to come upstairs when it gets too cold in the downstairs child care space. On February 20, 2025, CI West conducted an unannounced walkthrough of the facility and observed children upstairs in the house to keep warm. CI West observed the temperature in the approved child care space to be below 68 degrees. On March 3, 2025, CI West interviewed Parent B, who stated she did notice on the colder days this winter that Linda would allow the children upstairs in the living room of the home.
