Conclusion Summary
On March 20, 2025, the Office of Childhood (OOC) received an allegation that supervisors are logging into staff MOPD accounts and completing training for them. Incidents occurred on January 16, 2025 and March 5,2025. After conducting an investigation, Compliance Inspector (CI) Jade Stewart-Martin has found this allegation to be substantiated based on the following evidence: 5 CSR 25-500.102(1)(A), which states: "Child care personnel shall be of good character and intent and shall be qualified to provide care conducive to the welfare of children." On March 10, 2025, CI Stewart-Martin sent Jodi Cunningham an email since the number left on the complaint was wrong. Jodi answers the email and provides the following information: "Jodi is currently still employed, but they have cut her hours to zero. She has not officially been terminated yet. She provided her MOPD ID number. She claims on January 16, 2025, she heard the owner Denise on the phone with Olivia and Abbie and she was screaming about the classes and certification not being done. Jodi stated that she would send CI Stewart-Martin screenshots of the texts between herself and Olivia." On March 10, 2025, CI Stewart-Martin observed the text messages between Jodi Cunningham and Olivia Besand. The first text observed is Olivia asking Jodi on January 16, 2025, "Can you please do the CCDF video tonight? It's on MOPD." Jodi responds stating "I have to work tonight. I can do it tomorrow during the day or over the weekend." Olivia responds stating "What is your email and password to log in and I'll do it for you." Jodi sends her MOPD log in information to Olivia. Olivia texts Jodi stating, "that code is me, can I have it please." Jodi sends Olivia a screenshot of the email from the MOPD system with the six-digit code. On the text message thread, you see that Olivia "heart" reacts to the log in information sent from Jodi. On March 14, 2025, CI Stewart-Martin, conducted an unannounced inspection to the facility and interviewed director Abbie Brown and teachers: Kemberly Bertel, Kelly Bizelli, Evangelynn Baylock, Salene Brewer, Autumn Clausen, Tracie Coffman, Michellle Colocho, Ava Conway, Trezdon Davis, Madi Dunahue, Madyson Gaudy, Christine Gregory, Abigail Hester, Kyla Baumhover, Brittany Kingsley, Danielle Long, Jennifer Marino, Jaide Mahurin, Courtney Martin, Alicia McConachie, Shelby Murray, Thomas O'Brien, Taylor Pitman, Niya Porter and Natalie Reise. All staff denied the allegations. All teachers stated that they have never been offered any assistance with their MOPD training. All staff stated that they have never heard of anyone offering to do anyone else's MOPD training. Abbie stated that Olivia has been a director at the center since 2021. There has been nothing brought to her attention that Olivia or any other staff has completed someone else's MOPD training. On March 24, 2025, CI Stewart-Martin emailed Tracey Simpson-Mathis, Program Specialist for Professional Development. Tracey provided CI Stewart-Martin with a screenshot indicating that someone had logged into Jodi Cunningham's account and completed module 1 and module 2 of the CCDF training on January 16, 2025. On April 01, 2025, CI Stewart-Martin conducted an unannounced inspection to the facility and interviewed owner Denise McConachie. Denise stated that Olivia is not a true director, but more like an office assistant. Denise stated that she had asked Olivia if she had done the training for Jodi, which she denied. She has never had a previous issue with Olivia. Denise denies ever telling a director to complete an employee's training. She did need her staff to get their training done for their annual subsidy contract. Denise looked at the evidence presented, and stated that she would talk to Olivia and have her call CI Stewart-Martin. Denise stated that she would take away Olivia's access to MOPD and do additional training with Olivia. On April 01, 2025, CI Stewart-Martin conducted an interview with Olivia Besand via phone. Olivia stated that she did log into Jodi's account on January 16, 2025. She completed module 1 and module 2 of the CCDF training. She stated she did this on her own time since she was off on this date. Olivia stated she had never offered to do anyone else's training, and this was a lapse in judgement on her part. She was afraid that Jodi would never complete the training on her own since she was unreliable. She stated that this was the only time she had completed training for someone else.
