On March 13, 2025, the Office of Childhood (OOC) received a report alleging that windows are without screens and are left open all day and night long. Children are climbing up and in danger. After conducting the investigation, Compliance Inspector (CI) Cole Eddins finds the allegation is substantiated. This conclusion is based on the following evidence of licensing rule violations which occurred at the facility:
5 CSR 25-500.082(2)(A)2. which states: "Open windows and doors shall be screened securely. Barriers to prevent children from falling against windows or falling from windows shall be provided when windows are less than twenty-four inches (24") from the floor and not constructed of safety glass or other nonbreakable material."
On March 19, 2025, CI Eddins conducted an unannounced inspection and interviewed Director Sandra Milleson. Sandra stated that on March 10, 2025, both herself and CI Penny Snodgrass observed two to four windows that were open without a screen. One or two windows were located in the 2-year-old classroom and one to two windows were located in the infant classroom. She thought all open windows were upper windows that were located four to five feet off the ground.
On March 20, 2025, CI Eddins interviewed CI Snodgrass, who stated that at around 1:00 p.m. on March 10, 2025, she observed two classrooms with a total of four windows open without screens. She observed four open windows from outside on the playground and she speculated that two windows belonged to the 2-year-old classroom and the other two windows belonged to an infant classroom. She observed two bottom level windows that were cracked about five inches and two upper windows that were cracked five to six inches. All four windows did not have any screens on them.
