Compliance Inspector (CI) Jessica Graham investigated the allegation that the facility consistently claimed 188 children, which is over capacity, for the snack meal, for the months of November 2024 and February 2025. When staff with the food program contacted the facility about claiming so many children over capacity, the facility stated they actually had that many children in care at that time. This allegation is substantiated based on the following rule violation.
5 CSR 25-500.042(18) which states: "The number and ages of children a group child care home or child care center is authorized to have in care at any one (1) time shall be specified on the license and shall not be exceeded except as permitted within these rules."
On March 31, 2025, Alkesha Anderson, director, stated that the facility was operating over licensed capacity. She had enrolled extra children due to another center closing in the area and families needing care.
CI Graham reviewed records from the food program attendance and subsidy attendance. All attendance records varied but showed up to 171 children being claimed on the food program in November 2024. In February 2025, up to 110 children were claimed on the food program. This exceeds the limitations on the license of the facility stating that the total capacity is 94 children. There is no overlap on file for this facility.

The facility shall notify all caregivers (paid employees and paid or unpaid volunteers) of the violations which were substantiated and specify the actions to be taken by all caregivers, in order to comply with all violations cited. A copy of the memo, letter, or meeting agenda shall be submitted to the Office of Childhood.
