On March 25, 2025, the Office of Childhood (OOC) received an allegation that: Child A (age 2 -years-old), was playing with his fecal matter while on the toilet and was rubbing it on his legs because he was not being supervised in the bathroom. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-400.175 (1)(A)4: which states, "Children under three (3) shall be supervised and assisted while in the bathroom."
On March 31, 2025, CI Honea conducted an unannounced inspection to the facility and interviewed Director Latisha Bourgeois and teacher Candice Sweet. Latisha stated that she was standing by the door in view of Child A and the rest of the children. Child A was on the toilet, touched his bottom, had a little poop on his fingers, and rubbed it on his leg.
On March 31, 2025, CI Honea observed the bathroom to be at the front corner of the building and not in view of the rest of the facility.
On April 2, 2025, CI Honea conducted a phone interview with Parent A who stated that the director stated that Child A touched fecal matter and rubbed it on his leg but did not eat it. He was concerned about the supervision in the bathroom. He has messages from the director and Candice Sweet that talk about the situation.
On April 2, 2025, CI Honea reviewed messages between Parent A, teacher Candice Sweet and Director Latisha Bourgeois. The message from Director Latisha Bourgeois to Parent A stated, "On that given day I was here by myself anyway so I can't keep all eyes on him along with 9 other children."
