Conclusion Summary
On March 31, 2025 the Office of Childhood (OOC) received a report alleging "Many workers are recovering addicts and felons who work closely with the children. They don't have any formal background checks." After conducting an investigation, Compliance Inspector (CI) Caylin Mertz has found this allegation to be substantiated based on the following evidence and rule violation: 5 CSR 25-300.040 (4) which states "Facilities operated by a religious organization and that receive federal funds for providing care for children shall have on file qualifying background screening results for child care staff members in accordance with 19 CSR 30-63.020 General Requirements." On April 1, 2025, CI Caylin Mertz conducted an unannounced inspection and walkthrough at the facility. CI Mertz observed appropriate background screenings for each employee, except the maintenance man, Frederick "Rick" Thompson. Pastor Philip Stotts indicated that Rick did have a key and independent access to the facility but he did not have an eligibility letter.
