Compliance Inspector (CI) Jessica Graham investigate the allegation that the facility was caring for Child A (age 20-months-old) and is claiming this child for subsidy. Child A was claimed to be in attendance 28 different times from December 2024 to February 2025. The facility is only licensed for children ages 24-months-old to 16-years-old. This allegation is substantiated based on the following rule violation.
5 CSR 25-500.042(18)., which states: "The number and ages of children a group child care home or child care center is authorized to have in care at any one (1) time shall be specified on the license and shall not be exceeded except as permitted within these rules."
AND
5 CSR 25-500.042(19) which states: "All child care provided on the premises of a licensed group child care home or child care center shall be in compliance with the licensing rules, the conditions specified on the license, and the conditions of any variances granted to the licensee."
On April 8, 2025, Keisha Haynes, director, said that Child A did attend the facility a few times prior to him turning 2-years-old. His mother needed care for him and she was trying to help out. She knew that she was not licensed to care for infants and toddlers at the time. Child A stopped attending the facility until he was within licensing age limits. Keisha has applied for a license revision to add infants and toddlers onto her license. CI Graham observed the current license which is approved for a capacity of 45 children ages 24-months-old to 16-years-old.
On April 10, 2025, Parent A said that Child A did attend a few times prior to him turning 2-years-old. She found out that he was too young to be at the facility and stopped sending him.

The facility shall notify all caregivers (paid employees and paid or unpaid volunteers) of the violations which were substantiated and specify the actions to be taken by all caregivers, in order to comply with all violations cited. A copy of the memo, letter, or meeting agenda shall be submitted to the Office of Childhood.
