Conclusion Summary
On April 8, 2025, the Office of Childhood (OOC) received an allegation of child A (age 3-years-old), is isolated and is put in a highchair away from all the other class members. On April 9, 2025, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information. 5 CSR 25-500.182(1)(C)2. which states: "Expectations for a child's behavior shall be appropriate for the developmental level of that child." AND 5 CSR 25-500.182(1)(C)3. which states: "Only constructive, age-appropriate methods of discipline shall be used to help children develop self-control and assume responsibility for their own actions." On April 9, 2025, (CI) Hughes conducted in person interviews with director Sarah Paul, assistant director Myla Mueller and caregiver Kiersten Dinwiddie. Sarah, Myla and Kiersten all stated that Child A was placed in a highchair to keep them from harming other children. The highchair was used when the teacher was not able to keep eyes on them due to tending to other children and Parent A gave them permission to use the highchair. They used the highchair on three different occasions. On April 22, 2025, (CI) Hughes conducted an interview via phone with Parent A. Parent A stated that Child A was placed in a highchair without her permission and she was never spoken to about Child A's disruptive behavior. She felt her child was being isolated and targeted.
