On April 16, 2025, the Office of Childhood (OOC) received a report alleging the reporter observed 12 kids in care on April 14, 2025, at 9:31 a.m. Compliance Inspector (CI) JD Greer conducted an unannounced investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-400.045 (18) which states, "The number and ages of children a family child care home is authorized to have in care at any one time shall be specified on the license and shall not be exceeded except as permitted within these rules."
AND
5 CSR 25-400.105 (2)(A) which states, "A family child care home may be licensed for up to ten (10) children. The following staff/child ratios must be maintained at all times and shall not be exceeded except as permitted under these rules: 1 caregiver present, with up to 4 children, all may be under age two (2); 1 caregiver present, with 5-6 children, 3 children may be under age two (2); 1 caregiver present, with 7-10 children, 2 children may be under age two (2); 2 caregivers present, with up to 8 children, 8 children may be under age two (2); 2 caregivers present, with up to 10 children, 4 children may be under age two (2)."
On April 22, 2025, CI Greer conducted an unannounced walkthrough of Owner Stephanie McCray's home and observed Stephanie present with Assistant Bridget Turner and 13 children: one 10 months old, one 17 months old, four 2 years old, five 3 years old, and two 4 years old.
On April 22, 2025, CI Greer interviewed Owner Stephanie McCray and Assistant Bridget Turner. Bridget stated the home is caring for more than 10 children one to two days a week. When they are over, they usually have 11-13 children. Stephanie stated she is usually over capacity on Tuesdays and Thursdays. She has too many kids enrolled right now.
On April 29, 2025, CI Greer conducted an unannounced walkthrough of Owner Stephanie McCray's home and observed Stephanie present with 11 children: one 10 months old, one 12 months old, five 2 years old, three 3 years old, and one 6 months old.
On April 29, 2025, CI Greer interviewed Owner Stephanie McCray, who stated she knows she is caring for too many children.
On May 22, 2025, CI Greer interviewed Owner Stephanie McCray, who stated she had 11 children present at one time on April 14, 2025.
