On May 6, 2025, the Office of Childhood (OOC) received an allegation that: There is chipping paint everywhere. After conducting an investigation, Compliance Inspector (CI) Michelle Honea has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)6., which states: "Walls, ceilings and floors shall be finished with material which can be cleaned easily and shall be free of splinters, cracks and chipping paint. Floor covering shall be in good condition. Lead-free paint shall be used for all painted surfaces."
AND
5 CSR 25-500.092(1)(A)1., which states: "All furniture and equipment shall be constructed safely, in good condition and free of sharp, loose or pointed parts. Only lead-free paint shall be used."
On May 16, 2025, CI Honea conducted an unannounced inspection to the facility and interviewed Assistant Director Amanda Tullock, teachers Brionna Perkins, Chelsea Loudermilk, Sheanna Crane, Stephanie Burley, Rebecca Kespohl, Theda Prez, Syanne Johnston, Davey Kennington, Sophia Gahan, Macie Ryan, Drew Maxwell, K Johnson, Tania Maxey, Jan Chesher, Daja Reeves, and Chloe Schumacher. All staff interviewed made statements confirming that the director had the infant rooms painted about a month ago, but the rest of the buildings and classrooms still needed to be painted. Teachers Daja Reeves and Chloe Schumacher who are both teachers in the 2-year old classroom, stated that their classroom had not been painted and the crack in the ceiling had been there for a while.
On May 16, 2025, CI Honea observed the three infant / toddler rooms near the office to be freshly painted without chipped paint. CI Honea observed in P2, chipped paint on the walls and toy box / bookshelf, missing tile on the floor, and a hole in the bathroom wall. CI Honea observed the T1 room to have a broken rusted return vent cover with sharp edges, chipped paint and splintered wood on a red toy shelf, and chipped paint on the wall. CI Honea observed the T2 room to have chipped paint and holes in the walls. CI Honea observed the 2-year-old room in the main building to have chipped paint around the door. CI Honea observed the flooring at the bottom of the stairs to be broken and a hole in the wall near the stairs. CI Honea observed the Preschool room (second building) to have peeling paint in each room and around all door frames. CI Honea observed the 2-year-old room downstairs in the second building to have a hole in the wall in the main room, the buddy room has small holes, the science room has chipped paint, the pretend room has chipped paint, the gross motor room has chipped paint and broken outlet covers, the kitchen area has broken countertops with sharp edges (which is accessible to the children), missing trim, bent vent cover with sharp edges, and a large crack in the ceiling with water damage.
