On May 21, 2025, the Office of Childhood (OOC) received an anonymous allegation that A Better Future Learning Center, LLC did not have a director on staff. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.102(2)(A)3., which states the following: "The licensee is required to maintain an approved certificated group child care home provider or center director on staff."
AND
5 CSR 25-500.102(2)(A)6., which states the following: "The center owner(s), or the board president or chairperson, shall notify the department immediately when there is a change of directors and shall have a qualifying criminal background check on file as required by 5 CSR 25-600.020 General Requirements."
On May 29, 2025, CI O'Malley conducted an unannounced inspection and interviewed LLC member Kimberly Brown and staff Khadizia Manuel. Staff Khadizia Manuel stated that her mother, Kimberly Brown, was the facility's director. LLC member Kimberly Brown stated that she submitted paperwork to become the facility's director several weeks prior. Kimberly did not recall who she sent the paperwork to and had not received a response. Kimberly affirmed that the facility did not have a director.
