On June 20, 2025, the Office of Childhood (OOC) received a complaint alleging the daycare director, Amy Rogers, pulled Child A`s hair for messing with another child`s hair. Compliance Inspector (CI) Heather Radney conducted an investigation of the allegation and found it to be substantiated based on the following information:
5 CSR 25-500.182(1)(C)7. - Physical punishment including, but not limited to, spanking, slapping, shaking, biting, or pulling hair shall be prohibited.
On July 1, 2025, CI Radney conducted interviews with Kyleigh Rolf, Isabella Schepers, and Kimber Golden. Isabella reported she did not observe the incident occur. Parent A told her about it. Kimber reported she was present for the incident. Child A accidentally pulled another child's hair while lining up. Amy saw and used a couple fingers to pull Child A's hair on the top of his head. Kyleigh Albright was there too and saw it happen. It was hard enough that it didn't look like it would have felt good. It was for discipline because he'd pulled someone else's hair. Kyleigh Rolf reported Amy is no longer the director. Amy pulled Child A's hair one time that she's aware of. She did not observe the incident but she heard other caregivers discuss it.
On July 24, 2025, CI Radney conducted an interview with Kyleigh Albright. She was Child A's teacher. Child A accidentally pulled another child's hair. Amy was nearby and sat Child A out along the wall and then pulled his hair and said "Do you want me to pull your hair?" Child A start crying for a couple of seconds. This would have been discipline because he pulled another child's hair.
On July 29, 2025, CI Radney interviewed Parent A. She reported Kimber told her that Child A was messing with a girl's hair and was asked to stop and he didn't, so Amy reached over and pulled his hair and said "How do you like that?" The incident happened the day of graduation, which was May 19, 2025.
