Compliance Inspector (CI) Jessica Graham investigated the allegation that Parent A (parent of Child A and a caregiver at the facility), threw a toy at a 2-year-old child knocking them over. This allegation is substantiated based on the following information.
5 CSR 25-500.182(1)(C)3. which states: "Only constructive, age-appropriate methods of discipline shall be used to help children develop self-control and assume responsibility for their own actions."
On July 17, 2025, caregivers Heather Pigg, Alivia Gourli and Gracie Hobbs said they have never seen Parent A throw a toy at a child and have no concerns with her.
Child B, age 5-years-old, Child C, age 4-years-old and Child D age 5-years-old said they have never seen anyone throwing toys.
On July 23, 2025, Jennifer Westbrook, LLC managing member said that she was aware of a time that Parent A threw a toy at her own child, Child A, age 5-years-old at the time. Parent A was upset with the child and threw a toy towards him but did not hit him. She talked to Parent A and told her that was not appropriate behavior.
On July 31, 2025, Parent A said that she did throw a toy, maybe a ball, at Child A because he was frustrating her. He was leaving the building at the time with her husband. She is working on her actions towards her children and is in therapy for them. She has not ever thrown anything at another child.
