On July 24, 2025, the Office of Childhood (OOC) received an allegation of in the past few weeks, they have taken a handful of trips to a library that is not far from the daycare. If it is too hot, they bus the kids to the library and they're not putting any of the kids in a car seat. It is a block or two away from the daycare. When Rayna was questioned about it, she said don`t worry about it and don`t ask about it again. On July 31, 2025. Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.212(1)(A) which states: "The provider shall be responsible for the care, safety and supervision of children on field trips or at any time they transport children away from the facility."
AND
5 CSR 25-500.212(3)(A) which states: "All children shall be seated in a permanent seat and restrained by seat belts or child restraint devices as required by Missouri law."
On July 31, 2025, CI Hughes conducted in person interviews with director Rayna Clark, cook/van driver Lorna Roberts and caregiver Kaylee Roberts.
Rayna stated that the children walked to the library just a couple blocks down. She made the decision to have the cook/van driver Lorna Roberts transport the children back to the center due to the excessive heat. The children were not placed in car seats but did have seatbelts on. She did not notify the parents. The children were ages 4-years-old to 5-years-old. It happened 1 time. All children did have permission to go to the library. They went frequently.
Lorna stated that the children were transported 1 time due to the weather. She did not know if the parents were notified. Rayna asked her to go pick them up. All children were in seatbelts but not car seats.
Kaylee stated that the children usually walked to the library. They were picked up 1 time in the daycare van due to the weather. She is unsure if the parents were notified. She thought they had 12-13 children ages 3-years-old to 5-years-old that day. All children were in seatbelts.

The facility shall notify all staff members of the violations which were substantiated, and specify the actions to be taken by all staff in order to comply with all violations cited. A copy of the memo, letter, or staff meeting agenda shall be submitted to the Office of Childhood.
