On July 29, 2025, the Office of Childhood (OOC) received an allegation that Inspire Early Education LTD. had been having a problem with cockroaches for the past two months. Live cockroaches were seen even today at the facility. The facility was aware and was not doing anything about it. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)9., which states that: "The facility shall be clean at all times and free of dirt, insects, spiders, rodents or other pests."
On July 29, 2025, CI O'Malley conducted an unannounced inspection of the facility, including the facility's kitchen and restrooms. CI O'Malley did not observe any evidence of cockroaches or any other insects. CI O'Malley requested an emergency sanitation inspection. CI O'Malley conducted an interview with director Devyn Schaeffer, who stated that the facility had been having problems with invading insects for several weeks due to the excessive heat and rain. The insects in the building were primarily Japanese beetles, not cockroaches. The facility was regularly serviced by a pest control company, Pezz, LLC. The most recent treatment was on Thursday, July 24, 2025. A Japanese beetle was found in a hallway trap today, July 29, 2025.
On July 31, 2025, CI O'Malley observed four invoices for services rendered from Pezz, LLC. The invoices are dated May 29, June 5 and 30, and July 12, 2025. CI O'Malley also observed a letter from Pezz, LLC that shows no cockroaches were found during their last inspection on June 24, 2025.
