On August 12, 2025, the Office of Childhood (OOC) received an allegation that provider Diedre Anne Scheulen's home had a fly insect infestation. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-400.085 (2)(A)9., which states the following: "The home shall be clean at all times and free of dirt, insects, spiders, rodents or other pests."
On August 18, 2025, CI O'Malley conducted an unannounced inspection of the facility and observed a multitude of houseflies inside the facility.
CI O'Malley conducted an interview with Diedre, who stated that the facility was located on a working farm, and it was difficult to keep the flies down. Diedre had been hanging flypaper around the facility but was told to stop by the sanitation inspector. Diedre did not know how to prevent the flies without the flypaper.
