On August 18, 2025, the Office of Childhood (OOC) received a report alleging they're keeping a baby in Jessica Kibby's office. The baby is only a few weeks old and is too young to actually be there. Compliance Inspector (CI) JD Greer conducted an investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-500.082(1)(C) which states, "Children shall have no access to areas not approved for child care."
AND
5 CSR 25-500.042(18) which states, "The number and ages of children a group child care home or child care center is authorized to have in care at any one (1) time shall be specified on the license and shall not be exceeded except as permitted within these rules."
On August 20, 2025, CI Greer interviewed Director of Social Services Jessica Kibby, Director Mary Mulkey, and Grandparent A (Grandparent of Child A). Jessica stated Child A is 4 weeks old today. Child A has been staying in her office. Grandparent A (Grandparent of Child A) works at the facility as the donations specialist. The mother of Child A is 14 years old. The mother returned to school on Monday, and Child A is not old enough to attend the daycare at the school. Child A has been staying in Jessica's office Monday, Tuesday and today (Wednesday). Mary stated Child A is being cared for in Jessica Kibby's office by Jessica. Grandparent A stated that Child A has been staying in Jessica Kibby's office from approximately 9:00 a.m. to 5:00 p.m. on Monday, Tuesday, and today (Wednesday).
On August 20, 2025, CI Greer observed Child A sleeping in Jessica Kibby's office at the facility. CI Greer also reviewed the ages that Operation Breakthrough, Inc. is allowed to care for. The minimum age of children allowed in care is 6 weeks old.
