5 CSR 25-500.082(6)(A)4. The play area shall be safe for children's activities, well-maintained, free of hazards such as poisonous plants, broken glass, rocks or other debris and shall have good drainage.
Conclusion Summary
On September 10, 2025, the Office of Childhood (OOC) received a report alleging that the big kids' playground is unsafe. Reporter saw a child trip on giant nail things which should be further in the ground. After conducting the investigation, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of a licensing rule violation that occurred at the facility: 5 CSR 25-500.082(6)(A)4., which states that "The play area shall be safe for children's activities, well-maintained, free of hazards such as poisonous plants, broken glass, rocks or other debris and shall have good drainage." On September 12, 2025, CI West conducted an unannounced inspection and interviewed Director Latonya Fisher and Ayla Ngirngesechei. Latonya stated that she is aware that the spikes in the supporting wall of the playground floor are rising. She keeps a rubber mallet on hand to drive the spikes down whenever they notice them rising. Ayla stated that she had seen the metal spikes coming up from the wall support. She will notify Latonya when the spikes need to be driven down. On September 12, 2025, CI West conducted a walkthrough of the facility and observed two spikes on the playground wall support that were raised up, creating a hazard.
