On September 19, 2025, the Office of Childhood (OOC) received a report alleging teachers are yelling at children. Compliance Inspector (CI) JD Greer conducted an investigation and found the allegation to be substantiated based on the following information:
5 CSR 25-500.182(1)(C)6. which states, "Firm, positive statements or redirection of behavior shall be used with infants and toddlers."
On September 24, 2025, Compliance Inspector (CI) JD Greer interviewed Director Sandra Milleson, Assistant Director Brie Parrish, Teacher Katie Houston, Teacher Melissa Enss, Teacher Robin Collins, Parent B, Parent C, and Parent D. Parents B, C, and D are teachers. Sandra stated Teacher Kyli Lothamer is currently on administrative leave. Kyli was put on leave for her tone of voice and volume being heard down the hallway. Kyli had been redirected and was still too loud in the classroom. Brie stated two weeks ago, she heard Kyli yelling in her classroom. She could not make out what she said, but her tone was not great. Katie stated she has heard Kyli yelling, and it carries down the hallway. She has heard Kyli yelling a few times. Melissa stated she has heard Kyli yelling. Robin stated she has worked with Kyli in the classroom. She has seen Kyli yell at children. Her tone is aggressive. On September 17, 2025, Kyli was very loud and aggressive. She was saying things like, "I said stop." and "Sit down." in an aggressive tone. The children look shocked and scared when Kyli is yelling. Parent B stated she has heard Kyli yell at the children from her classroom two doors down. It is very loud, and the tone is aggressive. Parent C stated she was in the classroom on September 18, 2025, with Kyli. Kyli was screaming at the children saying, "Why are we doing that?" Her tone was aggressive, and the children looked scared. On September 17, she heard Kyli yell multiple times from her classroom next door. Parent D stated she has heard Kyli yelling from her classroom. Her classroom is two classrooms down. She thinks she heard her yelling on September 17, 2025, and September 18, 2025.
