On October 9, 2025, the Office of Childhood (OOC) received an allegation that cockroaches were observed on the wall at Mary Margaret Day Care and Learning Center at 3:23 p.m. on October 09, 2025. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-500.082(2)(A)9., which states that: "The facility shall be clean at all times and free of dirt, insects, spiders, rodents or other pests."
On October 16, 2025, CI O'Malley conducted an unannounced inspection of the facility. CI O'Malley observed an invoice for STL Exterminating, dated September 24, 2025, with a service address of 4411 Chippewa. The invoice shows that service is to be performed monthly. CI O'Malley observed the facility's kitchen, including inside all cupboards and corners, under and behind the refrigerator and stove, and under the kitchen sink. CI O'Malley did not observe any evidence of a cockroach infestation.
CI O'Malley conducted interviews with Mary Margaret Day Care and Learning Center director Amy Brozovich and staff Andrea Cunningham.
Staff Andrea Cunningham stated that roaches had been witnessed twice in the facility in the past two weeks. An adult roach was seen in the kitchen, and a juvenile roach was seen in the hallway. A neighboring building was being cleaned out in preparation for sale. The neighboring building had an open top dumpster in front which was attracting insects. The neighboring building itself had not been cleaned in some time. The facility's custodian regularly sprayed and laid bait traps after hours.
Director Amy Brozovich stated that the facility was regularly serviced by STL Exterminating. The most recent invoice from STL Exterminating was dated September 24, 2025.
