On November 19, 2025, the Office of Childhood (OOC) received an allegation of at YMCA Ostmann Elementary there is only one food component being offered to the children for snack. This has been going on for about 3 weeks. An example of the things that are offered to the children was sun chips, Cheetos, or Ritz cheese crackers. On November 24, 2025, Compliance Inspector (CI) Christy Hughes conducted an unannounced inspection of the facility and found the allegations to be substantiated based on the following information.
5 CSR 25-500.202(1)(A) which states: "The provider shall supply and serve nourishing food according to the Meal and Snack Food Chart provided in this rule."
AND
5 CSR 25-500.202(1)(G) which states: "The acceptable food components and serving sizes for meals and snacks are outlined in the following chart for each age group. Menus and amounts served shall be based on this chart."
On November 24, 2025, CI Hughes conducted in-person interviews with site director Melody Maroney and caregiver Adrianne Rettinghaus and Child A.
Melody stated that someone at the main YMCA packs their snacks for the week and she picks them up. They were getting 2 components offered to the children until about a month ago. They are receiving Ritz bits cheese and crackers, scooby snacks, oreo minis, etc. She grabbed a box of Gogurts on her own from the YMCA, but they were expired so she threw them out. They are never offered a drink. A menu is sent out to them at the beginning of the week and on Monday November 24, 2025, the snack was Scooby snacks.
Adrianne stated that the children are offered a salty or sweet snack daily. Only 1 component is available to offer. They received 2 components until about a month ago.
Child A stated that he was only offered Scooby snacks for the snack. He usually gets a bag of chips or cookies for snack.
On November 24, 2025, CI Hughes observed the children were offered Scooby Snacks. Site director Melody Maroney grabbed Gogurts from the facility even though they were not on the menu. CI Hughes observed the Gogurts to be expired. The Gogurts were placed in the trash by Melody.
