On November 20, 2025, the Office of Childhood (OOC) received an allegation that there were three new staff members working with children who had not been trained and did not have eligibility letters and another staff member, "Sheila" has a criminal record. After conducting an investigation, Compliance Inspector (CI) Patrick O'Malley has found this allegation to be substantiated based on the following evidence:
5 CSR 25-600.020 (1), which states that: "Prior to the employment or presence of a child care staff member in a licensed, regulated, or registered child care facility not exempted by section 210.1080.13, RSMo, the child care provider shall request the results of a criminal background check for such child care staff member from the department."
AND
5 CSR 25-500.102(1)(N), which states that: "Child care staff members shall have qualifying background screening results on file as required by 5 CSR 25-600.020 General Requirements."
On December 4, 2025, CI O'Malley conducted an unannounced inspection of the facility. CI O'Malley observed new employee orientation checklists for staff Halle Weaver, Enesa Mujic, Senata Mujic, and Ollie Kyles. CI O'Malley observed an eligibility letter for staff Sheila Blount, dated July 29, 2024. The facility was unable to provide eligibility letters for Halle, Enesa, Senata, or Ollie.
CI O'Malley conducted an interview with lead staff Asia Collins-Muhammed, who stated that Halle was hired on October 13, 2025. Enesa and Senata were both hired on November 17, 2025. Ollie was hired on November 24, 2025. Asia requested eligibility letters for Halle, Enesa, Senata, and Ollie on December 3, 2025. Asia affirmed that Halle, Enesa, Senata, and Ollie had all worked with children without eligibility letters. Halle, Enesa, Senata, and Ollie all completed new employee orientation checklists on their first day of hire. Sheila was hired in July 2024 and had an eligibility letter on file since hire.
