On December 15, 2025, the Office of Childhood (OOC) received a report alleging that the facility has not had an approved sanitation inspection report in two years. After conducting the investigation, Compliance Inspector (CI) Curtis West finds the allegation is substantiated. This conclusion is based on the following evidence of a licensing rule violation that occurred at the facility:
5 CSR 25-500.082(1)(B), which states "The premises shall conform to the fire and safety requirements of the State Fire Marshal or his/her designee and requirements for state or local zoning, building and sanitation."
On December 18, 2025, CI West conducted an unannounced inspection and interviewed Director Rebecca Amendola, who stated that the daycare didn't pass the sanitation on December 8, 2025.
On December 18, 2025, CI West conducted a walkthrough of the facility and observed the failed sanitation report dated December 8, 2025.
On February 2, 2026, CI West reviewed sanitation inspections from February 8, 2023, March 24, 2025, April 17, 2025, and January 13, 2026. The sanitation inspection dated February 8, 2023 was approved. The sanitation inspections dated March 24, 2025, April 17, 2025, and January 13, 2026 were not approved. There was no sanitation inspection conducted in 2024.

5 CSR 25-500.082(4)(D), which states "Diapering supplies and warm, running water shall be adjacent to the diapering area."
On December 18, 2025, CI West conducted a walkthrough of the facility and interviewed Director Rebecca Amendola, Caregiver Malissa Maggard, Caregiver Wanda Hendrickson, Child A (3 years old), and Child B (4 years old). Rebecca stated that when the children or staff need to wash their hands, they use distilled water provided by the daycare. Malissa and Wanda stated that they use distilled water to wash their hands. Child A and Child B stated that they use the water from the jugs next to the sink to wash their hands.
